Please indicate who should be ordering supplies. Primary care ? If no longer seeing GI doc or surgeon it seems like the primary care should provide the order to companies. There are no guidelines anywhere .

I have always ordered my own supplies. That said, you do have to have a prescription in order for insurance/medicare to cover the costs. Any of your doctors can provide the prescription, but the one that makes the most sense is your PCP. As noted, if you're not seeing your GI doctor or surgeon, they won't be writing prescriptions because they haven't seen you. Your PCP should be seeing you at least once a year and be familiar with your routine prescription needs. If you're not using insurance/medicare, then you can order supplies on your own, but they are much more expensive without insurance. Insurance needs the prescription from the doctor to pay for your supplies. But, to answer your question, having your PCP write the prescription for you is likely the easiest way to get the prescription for your supplies. Hope that cleared it up some.
